Análisis del analista legislativo / Proposal

David A. Deberry, Diamond Bar City Attorney

If approved by a majority of the voters, the measure would adopt an ordinance increasing the transient occupancy tax (“TOT”) in the City of Diamond Bar from 10% to 14%. The TOT is imposed on persons who rent rooms at hotels located within Diamond Bar’s city limits. The TOT is collected by the hotels along with the room rental charge and then transmitted by the hotel operator to the City of Diamond Bar. Revenue from the TOT is placed in the City of Diamond Bar’s general fund and used for general city functions including police, public safety, street maintenance, and parks and recreation. The measure would become effective 10 days after the City Council of Diamond Bar certifies the vote on the measure. The measure was placed on the ballot by the City Council of Diamond Bar.

Argumento A FAVOR

Vote YES on Measure Q to help preserve Diamond Bar’s high quality of life, prevent property crime, and protect property values, all without increasing taxes on local residents.

People choose to live, work and play in Diamond Bar because it offers:
– Safe Neighborhoods
– Beautiful Parks
– Well Maintained Streets
– High Quality Public Services

As our City matures, locally-controlled funding resources are vitally important to maintain the high standards that Diamond Bar residents have become accustomed to. That’s why we need Measure Q.
– Measure Q Does Not Increase Taxes for Local Residents – It ensures hotel visitors pay their fair share for their impact on City services.
– Measure Q WILL provide additional locally-controlled funding for police patrols and neighborhood Sheriff protection, which prevent home and car burglaries, to maintain Diamond Bar as one of the safest cities in California.
– Measure Q WILL help keep our local streets safe and well-maintained.
– Measure Q WILL help keep our parks and facilities clean and safe for the many recreational and enrichment programs utilized by our senior citizens, as well as more than 4,000 Diamond Bar children enrolled in our award-winning schools, and in our after-school programs and summer programs.
– Legally, all Measure Q funds must stay local - The state and federal government can’t take one penny. And all funds are subject to annual financial audits and public review.

Safe neighborhoods, beautiful parks and clean streets make Diamond Bar a desirable place to live, do business in, and raise a family. Please join us and Vote YES on Measure Q to protect the essential City services that keep Diamond Bar safe and strong.
