My Top 3 Priorities

  • Focus on correcting the budget that is currently providing little to no services for the voters, residents and the taxpayers in the City Of West Covina,
  • Create new laws and policy to reduce the negative impact of criminal vagrants and the homeless.
  • Enact law on criminal records check for all government board members prior to election and or appointment.

Fred has lived in West Covina for four decades. Fred is married to his wife Dana and they have a daughter who is attending college and adult son who is a Deputy Sheriff for the County of Los Angeles.


Fred grew up in Watts, Willowbrook and Compton, California (areas in and around South Central Los Angeles, CA). Fred comes from a family of seven children. Fred's father is M.C. Sykes, he is 88 years of age and still lives in Compton and his mother was Bertha H. Sykes, she passed away March 2006.


Prior to being elected to the West Covina City Council Fred was a community activist, an active member of the West Covina Lions Club and the West Covina Historical Society.


Currently, Fred is a member of the L.A. County Human Relations Commission. He is a former member of the West Covina Oversight Board, still active in the community and in attendance at most of the major City functions.
