Questions from League of Women Voters of California Education Fund (1)

A recent law made major changes in the way that the state allocates funding to schools.  What will you do to ensure that the public understands your local control formula for school spending and your plan to measure outcomes?
Answer from Mike Robinson:

Beginning in 2013-14, the Local Control Funding Formula (LCFF) was implemented.  It's goals are to simplify school funding, give districts more local control and close the achievement gap.  It also focuses on improving the educational outcomes for English learners, low income students and foster youth.

Under LCFF, each school must create a Local Control Accountibility Plan (LCAP).  The LCAP is essentially an action plan that describes the goals a school will develop to meet the needs of its students.  The plan also delineates what steps the school will take to meet those goals as well as how growth will be measured.

One of the provisions of LCFF and LCAP is the required involvement of parents, students and the community in the development of the LCAP and the allocation of LCFF monies.

The primary focus of LCFF fund distribution for the Fresno County Office of Education (FCOE) is with the Court/Community schools it operates.  These schools educate expelled students, incarcerated youth and probation referred students.  In developing the 2016-17 LCAP, the Court/Community schools held meetings with various stakeholders including parents, students, community members, school site council members, teachers, PTA members and the Juvenile Justice Commission.  As a County Board member, I can help ensure that the public understands the LCFF/LCAP budget allocations and outcome measures by attending these meetings.

As a result of these stakeholder meetings, the 2016-17 funding allocation in the Court/Community schools focused on improving student engagement, increasing attendance, reducing discipline issues and improving academics.  Each of these general goals were broken down into more specific goals which have outcomes that are measured by state and local assessments.

When the Court/Community schools LCAP is completed each year, the Fresno County Board of Education has the responsibility of reviewing and approving it at a regularly scheduled board meeting.  The LCAP cannot be implemented without board approval.

A County Board member should thoroughly review the proposed LCAP before it is considered at the board meeting.  This can also help ensure that there is documentation of public involvement and proposed outcome measures in the LCFF/LCAP process.
